Thanks for your offer of help!

Its better to work with the library to understand their issues and defuse
them. Having a battle over this won't accomplish anything positive.

Then again, maybe the library folks heard about the "Bikers & Radios"
article Joe has been working on!      ;-)

Joe, who was the person who gave you this information? If you would like
to tell me on the phone that is ok. There is a very definite line of
authority at the library. I know a few in the line and would be willing
to see why such a decision was made.
