I suspect what this really means is if a piece of gear cannot be repaired due to parts obsolescence, Motorola has to replace it with a newer model.  But without seeing the contract, this is just a guess.  The average electronic component life cycle is less than 10 years and getting less because of increasing emphasis on lower power consumption.
