[K3CAL] Experimenting with 9600-baud APRS

OK, once again (or maybe still) I am officially confused.
It is my understanding that FLDIGI is used for HF SSB, not 2M packet.
What am I missing, beyond the normal things like common sense, a
personality, a sense of humor and intelligence?
Any clarification would be greatly appreciated.
Also, what would be a good frequency on 2m to stand up a digipeater for
test purposes?
