Seem to me in the back of my brain (and that could be a challenge) the ARRL
requires you to advertise a test session to the public. It must be advertised in
advanced so people have an opportunity to attend. Walk ons may or may not
be tested. It’s up to the club.
However, I could be wrong as it’s been a while since I’ve tested.
