[K3CAL] Weather SAME alerts and club repeater

Well... it actually does some magic on the repeater side. It actually takes
priority over the repeater transmitter. Also, by having it as a remote base
you lose your ability to control it (shut it up) while it is transmitting.
Other than those two things, no, there is no reason why it has to be attached
to the controller. It does simplify things, though.
