Well...  not really.  That's another benefit of the system I pointed to.  You 
can actually bring up the weather to hear.  If you're just using a regular 
SAME weather receiver this functionality doesn't really exist since the 
receiver is not releasing the audio until the alert comes in.  You wouldn't 
want to have to manually activate the thing in the off chance there is an 
alert as you'd want the alerts to come in automatically.
