I don't see any expense item for a radio system.  Where is the $1.5 million?

I do see a significant increase in the Calvert County Director of Public Safety or the Emergency Manager’s Budget for FY 2014 or proposed Budget for FY 2015.  What was the source of this information? 
 
Attached are portions (5 pages)of the PS & EM Budgets that shows no $10M increase.

Hi, This is a note I received this morning and I thought I should pass it on to some us involved in the Drum Point Radio Club and other  emergency communication links.

I thought $10 million is a huge sum for Calvert County which we the tax payers will be paying for in the years ahead.  Our county commo must be in bad shape, perhaps this includes switching the county to digital emergency commo.

Bill (XMZ) have you heard anything about this?

Calvert County 2014 budget has a $10Million deficit and last Tuesday at the meeting we attended, they approved an almost $10M bond issuance which includes $1.5 M on upgrading communications because CC sheriff communications are not up to snuff on Homeland Security requirements for communications, very critical in the LNG SAFETY. 
Add to these the inability of our all-volunteer fire dept to respond per Mike Shymanski.
