This is a Country that boasts about the intelligence level of their
population, flooding the world with Doctors, Scientists and Engineers.

I guess that leaves none too install the infrastructure.

Make one wonder if a better balance is needed?

If the USA is so dumb, why does everyone still want to come and live here?
