Thanks for everyone's help, I've got both Hamfest Specials working correctly now, was a nice project.
Unit 1 I reworked the oscillator tube socket with new bypass caps and cleaned up the mess the original builder created. I replaced all the other disc caps as well, they are inexpensive - the ones across the line cord exploded at some point - charred remains were there. 
Unit 2 the problem was someone had blown up the fixed loading cap across the output (C12 700pf) and replaced it with another postage stamp type of wrong low value. That fixed the power problem. 
Both units now have very similar power output on all bands and work just fine on the air. 
Another question, where can I get or make the white knob pointers, all 4 are missing.....
