Thanks for everyone's help information. I probably was not very clear on the questions.
Both Tx have had the power supply caps replaced, as well as all the carbon resistors. Removed some Bubba work as well. Switches cleaned. Tubes swapped between them and also tested in tube tester. BTW one of the original 1956 supply caps exploded when I was walking up the AC with a variac haha. Eeeeewww.
What I needed to know what is typical power output from this TX, I've measured both today to figure out what is or is not working. I realize the multiplication of the oscillator drops off as we go up in frequency, but as you see it is more than just that. Connected to 50 ohm dummy load.

The problem appears to be in the final amp tuning, as the grid meter peaks well on all bands. (?) There may be a wiring error never corrected or faulty component. Both were kits, I've seen errors never resolved in many Heathkits I've worked on.
I'll dig in and find what is goofed up, these are really well made beginners TX and fun to operate.
