I suspect more that he has a heater to cathode short in the 6AX5
rectifier.  I had this same thing a year ago.  Johnson made some great rigs
but fuse was not in their mind when designing it.  I now have everything
fused.  The Chinese do make some 2nd rate products but most will perform
well for a long time.  I have never had a cap failure from them and I have
been using stuff from there for many years. Most likely you have a TV or
phone or computer or whatever that is using caps from China.  Some are good.
