[Johnson] Ranger 1 with no grid current

I have a Ranger 1 that is not showing any grid current on the meter when doing the tune-up procedure. It shows 32ma on the OSC setting, it shows a reading on Buffer and Plate (Don't remember exactly what those were) and no reading on Mod.

I have replaced all of the electrolytic capacitors. Id not have a tube checker, but all of the tubes are at least getting warm/hot

Any ideas?
