Does it blow its fuse when the chassis is grounded?  

Much of the older gear with fairly large line bypasses to ground will
show significant voltage to ground when measured with any of the high
input impedance voltmeters.  There is a UL standard that specifies a
"loading network" from chassis to ground to measure whether the leakage
is within acceptable boundaries.  Simpson used to sell a special meter
specifically for this purpose but the info is probably available via
google.

If unacceptably high it may be due to leaky or overly large value line
bypass caps.  Other possible causes include a power switch with leakage
to ground or a transformer with a primary that has leakage to the core.
