[Johnson] Grounding exciter / plate tune shafts on Johnson ValiantII

I fixed the 40M chirp in my old Valiant by grounding the shaft in the final
tuning capacitor. It reduced coupling from the final stage into the VFO, a
problem that has often been mentioned and which only occurred on 40 meters
which is the only band where the rig operates straight through (no
multipliers of frequency after the VFO). My Valiant was old and dirty.
