[Johnson] Pacemaker Problems

I have run into a problem trying to align a Pacemaker.  Following the
procedure in the manual for aligning the RF section, I have no output, or at
least only a couple of mV, from the balanced modulator on 80M.  The other
bands are OK.  The RF oscillator input to the balanced modulator is set to
the manual spec of 1.2 V on all bands.

The only thing I can see that would cause this problem is that one of the
1000 pF tuning capacitors that are switched to the balanced modulator plate
on 80M is bad.  I am going to change them.  But, is there something else
that could cause this problem.
