You are going to need an attenuator.  The instructions
for building an attenuator that will work with
transmitters like the Viking II is in the Thunderbolt
manual.  Also, I sell a high power attenuator that is
similar to the one in the Thunderbolt manual but has
almost twice the power rating.  Details are at
