Brian,

What is your resting modulator current?  The adjustable tap wirewound
resistor which supplies modulator screen voltage is a common mechanical
failure (often due to over tightening of the tap and/or constant
readjustment to hit exactly the right value).  If you have normal modulator
idle current, watch it while you carefully turn the audio gain up (with a
quiet background).  There is generally enough hum pickup that the modulator
current will increase slightly even with a bad microphone.  Otherwise, check
tubes in the audio chain since just glowing is only useful for light bulbs
and tube operation relies upon other conditions being met.
