The car starts, it won't go into gear, the headlights work........

Troubleshooting is a logical process.
Start by reviewing the schematic and become familiar with the electronics.
Check the voltages and components in the audio stages.
With appropriate test equipment work forward from the microphone to the 
modulator stages.........
