The simple answer (and is probably at least one
correct answer) is that the Valiant was NOT designed
to be used at low power. If you wanted low power then
you got an Adventurer, Ranger, Navigator, Pacemaker,
or Challenger. All of those run considerably lower
power than the Valiant.
You will find that most transmitters do not function
well at lower power than they were designed for. Now
many transmitters do have a "tune" function which
usually lowers the screen voltage on the final
amplifier tubes which does allow lower power
especially on CW. On AM phone this can present a
problem. But, on CW the transmitter usually works
fine.
