That designates a clamp tube problem, the 6AQ5.  You
definitely do not want the rig to show more than about
50 mA when the key is up.  The 6146 will "burn up" in
a VERY short time drawing more than about 125 mA.

The meter is definitely NOT reading backwards!  It is
telling you that way too much current is being drawn
by the 6146.
