The Ranger is wired so that one side of the relay
socket is connected to one side of the 120 VAC line
input. The other side does go through the off-on
switch and then through the function switch. Since
the Ranger, unless modified with a 3-wire cord, uses a
2-wire cord depending on how the plug is inserted into
the outlet the "common" side of the AC line may be at
either ground potential or full line potential.
Thus, depending on how the 2 wire plug is inserted
into the outlet you can have either zero voltage or
full line voltage on one side of the socket.
Such is another reason for eliminating the 2-wire cord
with the suicide plug and installing a 3-wire plug
with a fuse in the "hot" side only.

To operate the relay. Sounds like something is
mis-wired or shorted out if it has 120V AC there all
of the time. Use a VOM to trace it out. The function
switch should cut it off until you transmit.
