I agree with Glen's suggestion, however, can add an alternate to the 
"difficult rivets" problem.

I have had success with loose rivets (check socket resistance to ground, 
should be <<1 ohm) by jumpering from a loose socket "ground" lug to a 
solid bolted (and lockwashered) lug, often found on terminal strips. The 
only alternative I have found is to drill out the rivet and replace with 
a bolt, nut and lockwasher, after a light sanding of the chassis.

The alternate connection, if available a few inches away, is much easier 
and safer.
