Those PTOs are usually from surplus units like the
T-190.  They definitely are linear but the frequency
range is sometimes pretty "strange" where the amateur
radio bands are concerned.

Those that were used in the various amateur radio
units are normally "scarfed up" in a hurry if they are
going for the $25 to $35 price range.
