[Johnson] Valiant trouble

Good Morning group!
  I aquired a Valiant a while back, and after changing the 
relay,electrolytic caps, and a couple of tubes,with the help of a 
buddy, got it working well. Now it has a problem. It tunes up 
fine, and when I put the oscillator switch in the zero position to 
beat it with the receiver, all is still fine. However when I 
switch it back to the vfo position, I still get the "whistle" 
sound as if it is still trying to zero beat, although at a 
slightly different frequency. The meter is showing the oscillator 
is drawing a lot of current in the vfo position. I am not sure 
where to start looking, as this is the first transmitter I have 
worked on. Any ideas or info would be most appreciated. Thanks in
