[Johnson] 5A and 3A fuses? Why

Now that the furor of the 2 fused plug had died down (hopefully), why would EFJ put two different sized fuses on the plug? Why didn't they stop at the 3 amp fuse and call it good? Doesn't make sense from an engineering standpoint but for argument's sake, inquiring minds want to know. Thanks. Cal, N6KYR.
