As Ken points out, early Rangers didn't have it. Johnson later introduced
a mod kit that added the metal plate with the two tubes and components to
mount behind the Operate switch. Then the lights when on and they decided
to include it as part of the design in the later model. That's why you
generally find two different Ranger schematics floating around.
