I suggest you get a piece of telephone wire maybe two feet long (check
wire tables for resistance per foot) and wind that on a resistor of any
value. Arrange to feed the shunt and meter circuit a known current from
some outside source with the transmitter power off. Cut and try (soldering
the shunt well into place each time) till you get the meter to read right.
Alternatives are; get five one ohm resistors and put them in parallel, or
find some nichrome wire and use that.
