modulator resting current in the range of 45 to 65 ma should be just
fine.
book specifies a range of resting current.. and this is true for any
modulator.

I have the same bias pots in my valiant..havent checked the manual yet
regarding the PA bias.. but I wonder if the different figures you found
refer to differnt modes.. since f'rinstance the ssb bias would be
different than that used for AM phone.

if not resolved here.. I will go read the manual..since I need to check/
set mine up too.
