1) Cap-only filtering, with enough capacitance, is probably OK... if you 
don't want to buy another choke [for the modulation] and if 250mA answers 
your requirements.

Absolutely not. That's just where you should put it. The one caveat being 
that if the choke were to open up, you get some serious floating potential.
