[Johnson] Question on a Valiant.

I have a Johnson Viking Valiant that loads to 330 mills and has a 115 watt
carrier, I have put new 6146B tubes in it and still no change.
Rig will load to 150 watts with the Plate current running @ 400 mills but
the finals seem to be taking it OK and do not cherry when running it that
high.
I know that it should not be running that high but I wanted to get it
running to specs, I have checked the shunt resistor across the meter and it
is 5.1 Ohm's and everything looks normal, anyone have any ideas as to why
it's running so low???
BTW I know there is no difference on the other end of the QSO between 115
and 150 watts I just wanted it to run as it is supposed to, any ideas???
