[Johnson] Ranger function switch Sparks

Hi:
Isn't there something in existance called a "zero" seeking relay (where you
won't have voltage applied to the load until the line voltage phase reaches a
"zero voltage" point along the line voltage  sine wave)?  I was thinking about
