I am sorry to hear about your problems with the panel for the modulator! I know how frustrating that can be. As I stated in my message about my project, Bill, W2MJ loaned his HV supply for my Millen 90800 exciter. To be returned when I am incapacitated or gone in either the up or most probably, the down direction!
I homebrewed my 600 volt supply. Instead of using 816 rectifiers and the neessary well-insulated filament transformer, I bought a pair of K2AW diodes to replace them.
More when I finish smoke-testing everything.
Good luck with that panel and sensing circuit.
