To Walter's question, FCC equipment authorization is not required for
amateur radio equipment in the U.S. as long as it operates only
within the ham bands (with the possible exception of power
amplifiers, but I think that requirement was removed from the rules
recently). However, any radio that receives outside the ham bands
must demonstrate compliance with FCC Part 15 and be granted an FCC
equipment authorization certifying compliance with Part 15 rules.
The solution to Walter's question is very simple--Ask the seller for
the FCC ID. It should be on a sticker on the radio. If the seller
cannot provide one, don't buy the radio. If the seller provides an
FCC ID, look it up on the FCC's web site to see if it is legitimate.

Once you find the radio's grant in the FCC database, you should be
able to download the documents that the manufacturer, importer, or
their agent provided to the FCC including owners manuals, test
results, photos, etc.
My personal opinion is that until one of these Chinese manufacturers
sets up a dealer and service organization in this country along the
lines of the big Japanese amateur radio manufacturers, I will not buy
one of their radios. For $100, it may be a throw-away radio in that
if it breaks, throw it away and buy another. But that goes against my
character.
