I have been hearing a lot of hams saying they've had a hard time
getting enrolled in the ARRL Emergency Communications Courses.  The
courses are very popular and if you don't act fast on registration you
may have to take the course at a later date.

Do not dispair!

FEMA offers many course through their Emergency Management Institute.
Most of these classes are free, and many of them are now online.  The
National Emergency Training Center also has several online courses as
well.
