I don't think you really want to request that!!! Simply
recognizing oral tradition isn't a code or cipher should
be sufficient for the FCC... If 73 gets on the list of
numbered radiograms, it'll kill the CW and RTTY ops,
since all numbers for ARL texts have to be spelled out :)
I think you'll find that the FCC gives a lot of weight to
amateur tradition in the interpretation of the rules;
worrying about whether saying "73" is allowed reminds
me of a ham in your city about 20 years ago that insisted
that touch tones weren't legal on 2 meters (something
about there being two tones made it music, while the rules
allowed for "a tone" for other things).
In short, don't sweat it. There are a lot of other things
to worry about that are much more important (say, for example,
the lids in the northeastern states that get their jollies
by harassing the Indiana Traffic Net).
