Okay, I have gotten several recounts of the history of the meaning of 
the expression and the that is used to be in several hand books etc.

But if it isn't there now, can we still use it. Better yet why did it 
go away? Because it is now technically an undocumented coded messages 
that could obscure the meaning the message ala 97.113.a.4. I know this 
is one of the defenses for the ARL message radio grams that they are 
documented and published and therefore acceptable. However, if it is as 
this case, 73, only known in an ancient dialect of radio speak.... 

I know I am taking the hard line on this but, if we have accidentally 
undocumented the code, then we need to document it and keep it current 
out there. What else has slipped through the cracks?
