[ILQSO] ILQP thoughts, observations

I don't think sponsorship of a plaque(s) for a new category would be
necessary to recognize QRP operations.  Do as the ARRL does for Field
Day; allow a power multiplier for QRP and allow them to compete within
the current Low Power categories.
