[ILQSO] ILQP thoughts, observations

In response to a criticism about 15 years ago from a dedicated QRP
operator, a QRP category was created for ILQP.  That particular operator
has not entered the event since....

We do recognize QRP operations, which compete among themselves for
certificates.  However, if someone would like to propose (*and sponsor) *a
plaque for a new category, we would be willing to consider expanding the
recognition.
