To answer your specific question, Chuck, the boundary between St. Clair and
Randolph at the point that would also include Monroe is created by the
Kaskaskia River, i.e., it's "wet" i.e. it does not qualify.

detail? I have google earth pro, but cant seem to find a setting for county
lines. What does the committee use to determine whether it's a legal line?
