[ILQSO] [SMC] LOG DEADLINES

I’d vote for #2.  I just seems with a lot of people operating mobile and portable in the ILQP that there could be delays in getting a log in quickly.  It would be nice if people were encouraged to use 3830 scores right after the contest.
