[ILQSO] spotting during the ILQP

The mobile and rover stations expend a lot of time and resources on
operating the ILQP so please spot them as often as is feasible. They are not
usually all that strong and can use the help, we need to do what we can to
encourage them and make it worth the effort and expense they incur. When you
do spot ILQP stations, please, please include the county, no matter whether
they are mobile, rover, portable or fixed stations.

An example, KJ9C/R 14.052 1923 LAWR/WABA or K0PC/M 7188.5 1753 ROCK

Spotting can be done on the normal DX spotting network or on the W6RK county
hunters network https://ch.w6rk.com/  W6RK has the advantage that all spots
will be labeled with county and is a county hunters spotting network.
