[ILQSO] high bands and DX

Based upon recent park activations I've done, while working DX isn't easy, it's out there. For ILQP, we need to be sure to make counties are available for those chasing from overseas. MOBILES and ROVERS: This means occasional forays to 20 meters EVEN IF 40 IS HOT in each county. On SSB, note that many EU countries can't operate above 7200. It's likely that you will work EU on 40 CW by mid-afternoon and on 80 CW by sundown. Notice early who is calling from the West Coast and try to get them in the log in each county.
All stations: CQ A LOT. Many stations, in fact most of the out of state ones, will never call CQ. You won't work them if you just S&P. All stations: If you are CQing, please stand by once in awhile for mobiles and rovers. We will be weak, but we'll probably be a new multiplier for you! Give us a chance to help you.
