The 2016 ILQP rules are posted at:

No significant changes.  Two clarifications:  

1) "Operate only transmitter at a time" changed to "One transmitted signal at a time."  You can operate SO2R, SO3R, SO4R...just one transmitted signal at a time.
2) Clarification regarding "wet lines".  Safety and some MARAC guidelines demonstrate that these are not advisable and will be disallowed.  If you have to cross water (too deep to wade and too far to throw your dipole) you can't claim the counties separated by the water.
