[ILQSO] rules, summary sheet and log template

Please take a few minutes and check out the ILQP page for this year's event.
There are a few useful items there, such as rules (Rules? We have rules?),
summary sheet (if nothing else, the summary sheet includes all those strange
4 letter county designators), a list of sponsors and, new this year, an
Excel template for logging the ILQSO Party as well as the activity map.

Another noteworthy item, in the past our log checkers have been very lenient
in trying to determine what county a log entry is trying to claim. If the
standard county designators are used, no problem. When people start creating
their own abbreviations, the log checkers have tried to interpret what was
meant, but starting this year, if the county abbreviation does not match the
ones posted in the summary sheet, the QSO will be considered busted and you
will lose the QSO and possibly a multiplier. We have developed an automated
system to do much of the log checking now and the interpretation of
non-standard abbreviations won't work with the system we use now. This is
not a rules change, just stricter enforcing that the exchange is accurate.
Thankfully, most logging software includes the proper county designator and
some will not allow you to enter an incorrect county abbreviation. Paper
loggers, you will want to keep the summary sheet nearby to double check the
abbreviations.
Sorry for the negative vibe to this post but we do want everyone to know
what to expect and to give you all the same tools to operate with. Take a
few minute and check out the material available, you may find a tidbit or
two you were unaware of.
