Hank is correct, the Cabrillo file is a text file and may be easily edited.
If you aren't comfortable going back into the logging program, making the
necessary setup file changes to get the correct exchange info into the
Cabrillo file, then edit the file afterward.  Use Notepad or a any other
text editor.  DO NOT use a word processor (WORD, WORDPERFECT, etc).  
The ILQP Committee members are happy to provide feedback on these issues to
allow operators to recover from such glitches, however we would prefer to
not get into the business of editing entrant's files.  Right now there are
just shy of 200 logs in the master database and over 26,500 QSO's.  And
there are 8 days to go until the deadline. 
In any event, operators should be checking the Cabrillo output files before
submission to ensure that everything is in the file so that they don't get
dinged because of such  omissions or glitches.  Editing individual QSO data
of course is another issue.
This year we have seen several issues having to do with exchange
information.  One log was sent in without any exchange information in the
Cabrillo file except for signal reports (all 599 of course), nothing for
sent or received QTH.  I cannot identify the program used in this case, but
of course the log is useless in terms of trying to score it.  Several logs
contained only the received QTH data.

Just read the Cabrillo file.  If it has a COUNty in the SENT part of the
file, that's correct.  If it has IL in the SENT part of the log, manually
change it with most any text editor.

It's very painless.

And, you WON'T get dinged for massaging your log AFTER THE FACT if you make
it conform to the rules in such a manner.
