[ILQSO] High power/low power categories?

We created separate HP, LP, and QRP fixed station categories in INQP....We 
encourage high power because we want Indiana to be heard and to "keep the 
frequency clear".... in other words, make a lot of noise.

We also realized that there are folks who choose, voluntarily or not, to 
operate QRP.

So we offer three power category plaques for in-state fixed stations and 
three more for out of state.* (We also offer plaques for top W7 and top W1 
because their SO parties are the same weekend... the W7s reciprocate with a 
top Indiana plaque)

We didn't separate mobile, portable, and rover by power because there aren't 
too many stations who go QRO in those categories
