Hi Gary, sorry you could not join us this year, hopefully you can make it
next year.
As far as the question about a call, it was asked publically and answered
publically, we do not know what the intent of the question was, but since it
was announced publically, every knows (including the log checkers) the call
was busted and will not count for contest credit. Is it against the rules of
the ILQP? Nothing in print says so, although I do agree from an ethical
standpoint that massaging a log after the fact could be a rather severe
issue (although there is no way to police it). Not everyone in the event is
a contester and in many cases, are relative newcomers to contesting and to
Amateur Radio. I am quite glad to see some new blood get involved and do not
want to see them chased off just because they may have done something that
upsets someone else. There are many things about contesting rules I do not
agree with or that are not enforced, someone massaging logs after the
contest is not one I lose any sleep over.
Any ILQP rules violations, operating infractions or ethical issues should be
handled on a case by case basis and privately, by the ILQP contest
organizers and will hopefully done in such a way as to be beneficial to all.

I'm sorry I was unable to join in the fray this year. I had a prior
commitment as NCS for the Get Moving Tucson event here locally.
That being said, I am shocked to see the questions and answers going on in
this listserv regarding "information" on a clearly busted callsign! It is
against EVERY contest's rules, and I hope that KC9UNL will see it for what
it is, and prevent the NIL. The folks providing speculative answers are
enabling this conduct.

calls starting with A or N to the amateur radio service.
