[ILQSO] K9IUA/rover update, and some questions

My five-county rover event earlier suggested (WBGO, STEP, OGLE, CARR, JODA) is now in limbo.  I have a church anniversary event that I now need to attend that afternoon for a church that my wife was earlier the pastor for.  The festivities for that event start at 1 p.m., following morning worship services and a luncheon, which I also need to attend.  The good news is that this church is in northern JODA County.  JODA, however, is where I typically end my operating, as I usually start at my eastern-most stop.  For sure I can hand out contacts for JODA, and likely STEP, plus maybe a third county depending on when the church event ends and the direction (and how far) I choose to go, before I need to end for the day.  (Given the roads in the area, and my early start at work on Monday mornings, I usually need to stop operating around 6:30 local, 7:00 p.m. local at the latest, in order to get headed home.)  

So which third county, should time permit?  Carroll and Ogle would be the closer counties to add additionally, although both are potentially covered by other operators already noted on the activity map.  It is a longer haul across the breadth of STEP to get to WBGO in the east.  But STEP (which inlcludes Freeport) and WBGO (which includes Rockford) ought to have sufficient operators for those counties to also be activated without needing me.  What has past participation usually provided by operators?
