[ILQSO] LOTW

You would have to create a separate certificate for KJ9C/m and then 
upload the Qs separately for each different county and list that 
county in the station location info.

While it is a PITA, if you did the same counties year after year, I 
could see doing it.  Does MARAC have any intention of allowing LoTW 
confirmation at any time in the future?  If not, then it sure doesn't 
make sense to do the work.
