Your interpretation is a valid one.  However, be aware that in State QSO 
Parties there are many "casual operators" who aren't contesters, and 
just go by what the rules say.  If something isn't in the rules, it must 
be okay.

We had quite a flap in Ohio when a club in SW Ohio with which I was 
associated first decided to try the Ohio QSO Party as a training 
exercise.  We had active members in KY, OH, IN, and associate members in 
several other states.  There was no statement in the rules which 
specified that a club organized in Ohio could not aggregate scores of 
people in other states who were members.  When we "won" the club 
aggregate plaque the organizers tried to disqualify an entry because the 
member lived in and operated from Virginia.  This person had done a 
yeoman's job, and we'd probably not have won the club aggregate plaque 
if this decision had been allowed to stand.  Reason prevailed, and we 
were granted the plaque.  The rules were subsequently changed to state 
"Members' scores from Ohio stations will be credited towards their Ohio 
club."

So, before you "look down upon" operators who read the rules, abide by 
the letter of the rules, and submit scores from contacts made as you 
describe "persons A and B, working in concert, traveling to some 
location and then working each other from, say, 10 feet away and 
claiming credit," remember that these persons may be acting in good 
faith, unaware of the "unwritten" rules.
